Comment for My order was not delivered after payment was made to the supplier

Mr. Wilfred Baxter took my payment for 10 Stethescopes but refuses to ship my order. After he agreed to ship me 10 Stethescopes for $500 , he then told me that 10 pieces does not meet the MOQ and that I need to order at least 20 pieces. Since Mr. Baxter cold not fulfill the order for 10 pieces as originally agreed to, I asked for my money back wich he agreed to. I keep getting the run around and excuses but no refund.
