Feedback for My order was not delivered after payment was made to the supplier

after contacting the seller and agreed for the ordering quantity
and made the transfer for him, he told me that the minimum ordering quantity had been increased to be doubled,
so i asked him my money back he told me that it will take about three weeks to make the refund process then .................
*****no reply till today
i hope you can make anything for him
