Response for The delivered goods are not what I agreed upon with the supplier( Incomplete Goods )

I would like to make a formal complaint in regards to a dishonest supplier that I’ve been dealing with. I’ve been dealing with a lady called Alice in regards to purchasing 1000 pieces of Sandisk 32gb micro sdhc cards. As per initial invoice , we agreed that I would pay 30% deposit of $1200 via Western Union and once the goods has been received that I would pay the balance of $2800 providing the goods were genuine.
I paid my $1200 last Saturday the 7th of July as per our agreement and Alice came back to me informing me that they will not ship the goods until the full payment was received. She claimed there was a misunderstanding between her and her boss and they required full payment. On Tuesday the 10th of July I deposited the remainder $2800 via Western Union. Before we paid the balance we drew up a contract to which the owner signed agreeing to our conditions that our money would be refunded if the goods were unsatisfactory.
I received the goods today however 925 of the pieces were empty packaging and the remainder had just an adaptor with no chip. All of those goods are useless to me as I cannot sell them and I have been scammed. Please kindly advise what steps I should take from here to recover my money
