In December 2012, we went on a B2B website to enquire about suppliers of plastic ID cards and soon started receiving emails from potential suppliers, one of them being from Steven Wong of Huahong Smart Card Co., Ltd ([email protected]). He sent his first email to us on December 21, 2012. We proceeded to discuss with him over a period of 2 months as we were also negotiating details with our client in Kenya. We finally agreed on exactly what we needed and Steven sent us an invoice which totalled to US$720 which included 267 printed and embossed ID cards, 400 printed lanyards and 400 card holders as well as shipping to Kenya. He suggested we pay through Western Union since the amount was small and time was of the essence. On March 5 I sent $720 to the name he provided (Kai Li) and immediately sent him the Money Transfer Control Number (MTCN) and the amount I sent. This is the only information the receiver needs. A few hours after I sent the email, I received a sms from Western Union informing me that Kai Li had collected the money. When I asked for confirmation from Steven that they received the money and the work had begun, he kept telling us that he has not heard from the finance department. After several days he then told me that they were unable to collect the money since they did not have all the information needed. I proceeded to tell him that I already received confirmation that they had collected the money and furthermore they do not need any more information from me. But I still sent all the details I had and even sent them pictures of the actual receipt. From that point, they have ceased communicating to me. In contrast, a week before this I sent money to another supplier in China and sent him the MTCN and he received the money and promptly sent the materials to me. I tried calling the numbers provided on their website but nobody answered. I also asked another supplier in China to call the number and he told me his calls were not answered. This is fraud on the part of Shenzhen Huahong Smart Card Co., Ltd and their continued presense on Tradekey will make this site unreliable and will not be utilised by myself and my numerous colleagues in Kenya and the USA.
