Observation for The delivered goods are not what I agreed upon with the supplier( Wrong Goods )

There were three person dealt with us, one Mrs Sophia Cie, and then Ms Vivian. They also strated with a personel email and then requested to write to the office email, a and both emails are provided above.
This supplier agreed to accept 20% TT in advance and the balance against BL. When they send a copy of the paclking list, our suspicion arose as it is impossible to load 200 Kg pine oil into a metal drum. We delayed until the goods reach Colombo and drew a sample to see that the drums are filled with a black TAR like substance, which is a waste from some source and not Pine oil at all.
When we compalined the matter, they are now silent !
Though they were insisting on balalnce payment daily with two to three reminders.
We asked for the return of TT and also copy of The insurance to check and theill silenty . They have done it purposely we believe!. It is extreamly un pleasent
