Critique for The delivered goods are not what I agreed upon with the supplier( Incomplete Goods )

Good day,
We ordered and paid in full for 3200 boxes A4 Copy paper from Shandong Furui Paper Group but when we opened the containers they have only send us a total of 400 boxes.
We have an agent in China but he also has no success in recovering our money.
