Observation for My order was not delivered after payment was made to the supplier

Our experience started fine.
We agreed a price and made payment and were told we would receive a tracking number as soon as confirmation was received.
We sent confirmation and where told to pay an additional $1800 as this was a 20% export tax.
Our bank have requested these documents and we still have not received these.
We have requested a refund and have not received any reply in many days. We believe this is fraud
