Observation for Fraud

Payment was made for a cell phone, but seller has not sent out product, seller has not sent tracking information, and seller has stopped responding to emails.
The seller: Joystar668, contacted me through email, after I made a "buy offer" for cell phone suppliers. She sent me price info, payment info.etc. I made a payment through Paypal on March 17/2010.
