Dear Sir/Madam, As per our profile.we are freight logistics firm dealing procuring mecherdise on behalf of our clients locally and internationally. We gotten a client whom was interested in caterpillar grader 140H in good working condtion,we checked with suppliers registered through trade key B2B portal and Came across Ms. JINSHENG CONSTRUCTION COMPANY LIMITED,managed by one Ms. Jessie Mao TEL. +8618701974650. She took time and later contacted us by whatsup concerning the availability of of Motor grader according to my specs. We chatted for about two days and provided her email address to post the pictures as she claimed trade key space was limited and could not support quality pictures of the grader. So she posted nice pictures with all marks and logo of Caterpillar grader 140H and even sent a a video showing grader in Motion. She posted proforma invoice of USD.32,000/= Which we paid in three bits, First bit USD.9624/- on 19/5/2016 2) USD.22,376/-After shipment and a copy of bill of lading posted for confirmation 3)USD.625/- for blade teeth spares and part of inspection fees.by intertek quality inspection china in Shanghai. The ship arrived on 24/7/2016 and we whent to verify with customs to release for us but on opening the container we were shocked to get a very old grader with no keys, dismantled ,no brand name,no name plate,no serial number and different from the one she posted to us initially as cat 140H 2012 model motor grader in shape and structure. When i contacted her to confirm the location of serial number /name plate she never corporated blocked my number and only responds by whatup occasionally, so we closed the container and yesterday 30/7/2016 she claimed she had gotten name plate with serial number and will send by DHL which according to us could be a fake or fabricated name plate. We appeal to you to assist in communicationg with her if she can accept to pay back the cash or ship the grader she offered to sell to us. Our client took bank loan to buy the grader and if the same is not sorted out because of few bad companies in the portal as JINSHENG CONSTRUCTION MACHINERY CO ,LTD,Then international business is ruined.
