Response for a fraud sell

Our company placed an order in the beginning of November, 2008, and we made the payment on the 26 of November, 2008. The amount was 50% for prepaid which is equalivent USD2,970; and it is for virgin empty inkjet cartridges -- 500pcs of HP28, 200pcs of 901, 200pcs of 60XL, 200pcs of PG40 and 200pcs of CL41.
The main contact is Ms Sandhya Lad, her mobile is +919930386277.
Since 26th of November 2008, Ms Sandhya Lad keeps using different excuses to prolong the date of delivery.
On the last email I received from her, she even changed the contents which is different from the PO our company placed. When I tried to discussed with her about this issue, I can not contact her anymore again. The mobile is connected, but no one would answer.
