Evaluation for scammers

I contacted this seller enquiring about apple products.
I paid $3000.00 via paypal but they said they were having problems accessing the money and refunded me and asked for me to pay bank transfer, I did before the chinese new year, they came back to me and said they shipped the goods and gave me a tracking number which is not registered to anything and now they are refusing to reply to my emails.
This is the 5th company on tradekey that has scammed me, can you please tell me if any are legitimate? All the companies have been GoldKey sellers but seems to me that being a GoldKey seller means nothing.
I have also noticed that 2 of the other companies I reported are still listed/trading on here, why have they not been shut down?
I can forward the receipt for payment and the emails between myself and this company via email

Never Shipped goods. SCAM. I emailed them everyday and no response. They will steal your money. DO NOT do business with them. Tracking number never has info EE136557297CN! SCAM

I sent this fraud $1000 for some iPhone 4S and iPods. Seller hasn\\\'t responded to any of my emails for the past week, and isn\\\'t giving me tracking ID. Please try and get my money back and take this scammer off TradeKey.
