Observation for Refuses to tell me when I can expect my refund

Attached is a pdf fo our email string out lining what we agreed to and showing them asking for more money repeatedly after the agrred upon price. They got there initial payment within hours. When asked for additional $200USD for express shipping, I paid that within hours. Now They want another $1500 insurance that will be refunded after delivery. This should have all been presented before I sent my initial payment. I would have never agreed to this. Now they have my money and I'm out almost $100USD in transactin fees and they refuse to tell me when I will get my money back. If I don't have it back in a week, I will start a fraud complaint. Ist there anythin you can do to suspend their account so no one else get taken advantage like me.

This trader is a scam - after paying the requested amount for a chemical, a series of additional monies was requested for customs clearance etc. No chemical was ever received despite 2 lots of payments made. At the request for a third sum of money, we realised we had been scammed. He even brings in a government official who confirms the requirements for the additional monies - a Lebogang at email address [email protected]!
The contact signed all the emails as Jim (haha), but the account the money was paid into was for a Joseph Awambah Ngyeh, ABSA Bank, Johannesburg. Account # 9241846325. The contact number given was never answered - +27729456061.
I am unable to upload any documents - I keep being told the word documents are invalid!!!!! They are small files - Word 2007 files.
