Feedback for My order was not delivered after payment was made to the supplier

We got reference of abby corp from trade-key. After that we have inquired the said item & he has quoted us to verify his genunity we have requested him to provide the proof that he is authorized agent for the said part from Manufacturer. he has provided the same Copy of which we have attached. After That we maid 1st payment of$1365 to him , reference copy is attached. then he said that As per SA Govt,We have to pay $2350 extra for There internal Duty for this supporting documents provided by him is attached.We have Paid extra $1000 As per his request on the condition that its refundable, supporting documents has been attached. He ack that he received funds in his account & After that he has Stopped replying our mails. i have tried to contact him on Phone , he has committed to supply the goods soon but after that no response. Also i have tried to ping him through Skype but again no response. Now we Expect ur help to resolve the issue &also take necessary legal action against him so no other should get cheated again.
